Beach in Genoa, Italy, where a viral video showed a man behaving indecently near families

VIDEO: Italian Locals Pummel Man After He Starts Masturbating Near Children at Genoa Beach

What the video shows

A video from Pegli, a beach area in Genoa, shows a man in public view pulling down his underwear and masturbating while families were nearby, according to local reporting. Children can be heard in the background, which is not exactly the soundtrack of a relaxing day at the seaside. The clip spread quickly online, helped along by accounts that treat every ugly public scene like a full civilization audit. In this case, the facts were plain enough on their own. A public beach, children nearby, and a man reportedly behaving indecently is already a complete story, and not a pleasant one.

Police were called, and the clip went global

Italian newspaper Il Secolo XIX reported that someone called police after the incident near Bagni Mediterranee on Sunday. Officers arrived, identified the man, and reported him for indecent exposure in a public place. Local reporting also said he was a legal immigrant in Italy. Witnesses told the paper they heard shouting and then saw the commotion after patrols showed up. One beach worker said the scene happened in broad daylight and that children were present. The video then raced far beyond Italy, with one version said to have drawn tens of millions of views on TikTok in a short span. Modern outrage has a familiar order now: first the act, then the algorithm, then the lecture from people who were nowhere near the sand.

Local leaders want it treated as a public-order issue

Stefano Balleari, president of the Regional Council of Liguria and a former deputy mayor of Genoa, posted a video response on Facebook. He said the incident should not be minimized or swept aside, and argued that beaches and other public spaces should remain safe and calm, especially for children. He also pushed back on efforts to turn the case into a left-versus-right fight. That part is familiar. A public-order problem appears, citizens complain, and the usual media class rushes in to make sure the argument stays safely trapped inside a slogan. For now, the important facts are simple: the scene was filmed, police were called, and the clip has become another reminder that public decency still depends on someone being willing to enforce it.
