A Canvassing Stop Turns Into a Police Call

A political canvasser tied to Janelle Stelson’s bid to unseat Republican Rep. Scott Perry was found in a vehicle with his genitals exposed, according to court records cited by WHP 580. East Pennsboro police were called shortly after 3 p.m. Sunday to Delwood Drive near Acri Road in Mechanicsburg. An unknown man had reportedly been sitting in a silver Ford SUV for several hours. Officers say 25-year-old Chimaobim Adedayo Igbojekwe, of Aurora, Colorado, opened the door wearing only a shirt, with his genitals exposed. He told police he was waiting to distribute flyers for Stelson’s campaign and pointed to the literature inside. A neighborhood with sidewalks and a public park is a particularly bad place for a campaign meet-and-greet to become memorable.

Police Say He Did Not See the Problem

Court records say Igbojekwe told officers he did not understand why it was a problem to have his genitals exposed while parked in a residential neighborhood. Police noted that a man was walking his dog nearby and that children were riding bicycles in the area. The SUV was parked close to a public park and next to a sidewalk. In other words, this was not a secluded lot or a private campaign office. It was a family neighborhood, which makes the reported explanation even harder to fit into any normal definition of canvassing. The initial charges reflected the officers’ account of what they say they found at the scene.

The Original Exposure Charge Was Withdrawn

Igbojekwe was initially charged with indecent exposure, a second-degree misdemeanor, along with a summary disorderly-conduct count. Magisterial District Judge Jonathan R. Birbeck set bail at $49,000, and Igbojekwe was held at Cumberland County Prison after he could not post it. A WHP 580 update posted at 9 p.m. on September 30 said the court records had changed. The indecent-exposure charge and the summary disorderly-conduct citation were withdrawn. Igbojekwe pleaded guilty to third-degree misdemeanor disorderly conduct. That distinction matters. The final plea was not to indecent exposure, even though that was the charge described in the initial police account. Legal paperwork is often less dramatic than the opening scene, but it is also more precise.

The Campaign Faces Questions About Its Canvasser

Conservative activist Scott Presler criticized the episode on X and questioned why a canvasser listed from Aurora, Colorado, was working in Central Pennsylvania. He also warned voters in Cumberland, Dauphin, and York counties not to ignore the incident. Stelson, a former WGAL anchor, is in a rematch with Perry in Pennsylvania’s 10th District after losing by 5,133 votes in 2024. She has promoted herself as the moderate adult in the race and launched a Republicans for Janelle coalition that included former GOP Reps. Adam Kinzinger and Barbara Comstock. Days before the incident, she was highlighting affordability and anti-corruption in a City & State Pennsylvania interview. The campaign has not publicly explained why a Colorado man with its flyers was sitting half-naked beside a park, or why he reportedly told police the exposure was not a problem.
