Italian outlet RMX News and several social posts say police in Sarzana detained a Nigerian man after witnesses saw him kill a cat and try to cook it near a public playground. Local officials described the alleged act as atrocious and said it had no place in a civilized society. That is not exactly a radical view. It is more like the kind of thing a healthy town should not need a press release to explain. A playground is for children, not for whatever passes as a lunch plan in the latest public nuisance story.

Why locals were angry

Residents were reportedly horrified, and this time the reaction seems entirely reasonable. People expect public spaces to follow a basic code of conduct, one that does not need a grant, a task force, or a diversity summit to understand. The modern bureaucracy likes to speak in soft slogans, but it still has to answer hard questions when a shocking act lands in the middle of a neighborhood.
