A Very Interesting New Neighbor
A historic nine-story building near the White House has a new owner, and the paperwork is getting attention for reasons that go well beyond old stone and downtown real estate. According to property filings reviewed by the Daily Caller News Foundation, the Philip Qiu and Family Foundation bought the century-old Securities Building on 15th Street in Washington, D.C., on July 21, 2026, for $8.4 million. The building sits about 650 feet northeast of the White House grounds. That is close enough to make even Washington’s usually sleepy security bureaucracy put down the coffee and check the map.
The Name Behind the Foundation
The foundation is named for Philip Qiu, who is also identified in Chinese records as Qiu Feili. The Daily Caller investigation reported that Qiu has held positions tied to China’s public-security system and to organizations linked to the Chinese Communist Party’s United Front apparatus. Chinese government and university records translated by the outlet say Qiu began his career as a detective with the Shanghai Public Security Bureau’s Criminal Investigation Team. That bureau operates under China’s Ministry of Public Security, which handles policing, domestic intelligence, and political control. In other words, this is not exactly a bake-sale résumé.
United Front Connections Raise Questions
The Daily Caller report also connects Qiu to at least three organizations associated with the CCP’s United Front Work Department, including service on the executive committee of the Shanghai branch of the All-China Federation of Returned Overseas Chinese. The bipartisan U.S.-China Economic and Security Review Commission has described United Front work as an effort by CCP agencies and affiliates to co-opt or pressure people and groups outside the Party into advancing Beijing’s interests. A 2026 commission brief said those relationships can also help China’s security services collect intelligence. That is the sort of footnote Washington often notices only after the horses have left the barn, filed paperwork, and opened a foundation.
The Training Claims
The investigation cited a university announcement saying Qiu had received “special forces training” while enrolled in a Shanghai Jiaotong University master’s program. According to the Daily Caller’s translation, the announcement said Qiu served as a commander in a Red-Blue Battle exercise and “killed one-third of the opposing forces with 42 shots,” achieving the best individual sniper record. The source also reported that Qiu has served as honorary chairman of the Hong Kong Immigration Department Staff Association and helped organize events introducing Hong Kong students to Shanghai SWAT personnel. In a 2021 statement translated by the Daily Caller, Qiu reportedly said, “The CCP is like a kind, but firm parent.”

Security Experts Are Not Relaxed
Multiple intelligence experts told the Daily Caller News Foundation that Qiu’s ownership of the Securities Building should be investigated by federal authorities. Bryan Dean Wright, a former CIA operations officer, told the outlet the property could allow “big splashy intel ops” as well as classic operations such as a listening post or systems similar to Stingrays that collect phone calls, text messages, and digital data. Wright also warned about newer threats such as hidden drone swarms or shipping container missiles. His comments are alarming, but the core question is simple: should a building with a direct view of America’s executive complex be owned by a foundation controlled by someone with reported links to Chinese security and influence networks?
