California Shelter Surgery Bill Hits Taxpayers

What the report says

City Journal says California’s Medi-Cal program now covers full-scope benefits for some illegal immigrants, including cross-sex hormones and other transgender procedures. The report ties that policy to shelters in San Francisco that house migrants from Honduras, Mexico, El Salvador, and Venezuela. In plain English, the state is running a very expensive program and acting surprised when people show up to use it. Under Governor Gavin Newsom, Medi-Cal expanded coverage for illegal aliens, and the report says shelter staff are not asked to check immigration status. Employees also said they were told not to cooperate with ICE, which is a neat way to make federal law feel like an optional suggestion.

Inside the shelters

At St. Vincent de Paul’s MSC-South, the city’s largest shelter, reporters found residents who said they were getting or seeking state-funded treatment. One Honduran resident, Lyca, said he was receiving cross-sex hormone therapy through Medi-Cal. Another resident, Alondra, also from Honduras, said the city offered to help pay the first two months of rent for private housing, but he did not accept because the long-term costs looked out of reach. At the Embarcadero SAFE Navigation Center, a man from Mexico said Medi-Cal paid for hormone treatment and breast implants, and that he was waiting for more surgery after therapy requirements were met. The report also says the Taimon Booton Navigation Center houses transgender, gender non-conforming, and intersex residents who are seeking the same care. It sounds less like a shelter network and more like a benefits maze with better branding.

The article says these policies are being discussed in migrant communities abroad, where word has spread that California can mean shelter, health coverage, and surgery with fewer questions than a DMV counter on a slow day.
