Biden paroled illegal alien charged with sexually assaulting elderly women

What prosecutors say happened

Wisconsin officials say Julio Cesar Morales Jarquin, a Nicaraguan national who was working at an assisted living facility in Dane County, has been charged with two counts of second-degree sexual assault of an elderly victim. The allegations involve elderly women living in the facility, which is supposed to be a place for care, not a criminal case file. Families expect these places to be calm and closely screened, but this story suggests the system skipped right past the part where somebody checks the résumé with actual concern.

ICE wants custody before the county lets go

ICE has lodged a detainer and is asking local officials not to release Morales Jarquin back into the community. DHS spokeswoman Lauren Bis said the man was released into the country under the Biden administration and urged Dane County leaders not to send him back onto the streets. Dane County is a sanctuary jurisdiction, so local policy limits cooperation and requires a signed judicial warrant before county jail staff hand someone over, even though federal immigration law does not require that extra step for a detainer. Bureaucracy, as always, is doing its best impression of a locked gate with no fence.

Morales Jarquin entered the United States through the Biden administration’s parole pipeline in 2023, according to the report. That detail matters because parole programs are sold as orderly and humane, yet they often land in the real world, where the public gets the bill and the press office gets the adjectives. When federal officials, county leaders, and facility managers all point in different directions, the vulnerable are left hoping that somebody, somewhere, still believes in the job description.
