Wisconsin officials say Julio Cesar Morales Jarquin, a Nicaraguan national who was working at an assisted living facility in Dane County, has been charged with two counts of second-degree sexual assault of an elderly victim. The allegations involve elderly women living in the facility, which is supposed to be a place for care, not a criminal case file. ICE wants custody before the county lets go
ICE has lodged a detainer and is asking local officials not to release Morales Jarquin back into the community.
