Outgoing FBI Director Christopher Wray appears to be going out with one last dirty trick up his sleeve. Rather than leave quietly and allow the incoming Trump administration to reform the embattled agency, Wray has reportedly launched a scheme to “burrow” loyalists into key positions and delay the appointment of Trump’s hand-picked successor, Kash Patel.
Wray’s resignation announcement on Wednesday marked the end of his controversial seven-year tenure. His decision to step down ahead of a likely firing by President-elect Trump was no surprise. But the real story is the plan he’s executing to undermine any future reform efforts.
According to The Washington Times, Wray has started promoting senior employees within the FBI’s senior executive service. These promotions are designed to entrench his allies deeper into the agency, making it more difficult for the incoming leadership to remove them. This tactic, commonly known as “burrowing,” allows outgoing administrations to shield their loyalists from dismissal by converting political appointees into career positions.
But Wray’s strategy doesn’t end there. The report also reveals a plan to delay Kash Patel’s entry as the new FBI Director for up to three or four months. Such a delay would leave Deputy Director Paul Abbate in charge on an interim basis, potentially stalling much-needed reforms and giving Wray’s allies time to solidify their positions.
This move is a blatant attempt to hamstring the Trump administration before it even takes office. By the time Patel is finally able to assume control, the agency could be an even more formidable swamp, filled with bureaucrats ready to resist any attempts at reform.
The risks are high, but Wray seems willing to bet on the resilience of the Deep State. His actions are a clear indication that the outgoing establishment is not ready to relinquish power quietly. If he succeeds, Patel may find himself surrounded by disloyal agents eager to leak information, sabotage directives, and protect their own interests.
President Trump has made it clear that his second term will focus on draining the swamp, and nowhere is that more necessary than in the FBI. If Wray’s scheme isn’t stopped, it could seriously jeopardize efforts to clean up the agency.
The responsibility may fall to Congress to intervene, but with a GOP riddled with RINOs, can we trust them to stand up to the Deep State?
